NR's and Supplementary Scores
A Message from the CMC
Recording of No Returns in Qualifying Competitions

It has come to the attention of the CMC that quite a number of members are entering No Returns for the full 18 holes of the competition, and others once they have recorded an NR for one hole are then doing the same for all subsequent holes.

There are implications on this both for their individual handicaps under the current CONGO system, but also it affects the Competition Standard Scratch Score (CSS) for the competition, which could raise the CSS and therefore affect the handicaps of others in the competition.

Additionally, in November 2020, the new World Handicap System comes into effect and everyone’s handicaps will change on that date.

Detailed information on the new World Handicap System will be issued shortly to all members, but one of the main components is that members handicaps will be based on the average of the best 8 of the last 20 recorded scores. If less than 20 qualifying scores are submitted since January 2018 it is based on a smaller sample size.

Where someone has recorded an NR against a hole it is treated as 2 shots greater than net Par for handicap purposes. For someone who does this across all 18 holes this score is recorded as 36 shots above handicap. If someone does this regularly, and evidence suggests that some members do, then one or more of these scores may become the basis of their new handicap in November, which will significantly increase their handicap by up to 4 shots CONGU states “ Whilst clubs may not impose any penalty under the Rules of Golf for incorrectly entering scores into the computer, Committees may impose a sanctions, such as under a Code of Conduct, for players who repeatedly fail to comply with such a requirement. CONGU strongly recommends that Committees consider such sanctions” Whilst the CMC have not taken this step at this time, the situation will be monitored over future events, and it is in the best interests of each member that they refrain from carrying out such actions to ensure that in November their handicap reflects there current playing ability.


Recording of Supplementary Scores

With the upcoming implementation of the new World Handicap System (WHS) in November 2020 and the reduction in golf in recent months due to COVID 19 players should consider the submission of Supplementary Scores to ensure their handicap reflects their playing ability when Handicaps are revised in November.

Under the new WHS (full details to follow shortly), Handicaps become the average of the “best 8 of the last 20 recorded scores”. The new system allows scores to be taken into account back to January 2018 in determining the new handicap.

At the moment recorded scores are those that have been entered as part of Competition arrangements, and under the current system, members only need to submit a minimum of 3 cards each year.

Many therefore will not have 20 recorded scores on which to base their handicap in November.

Whilst a handicap can be calculated on reduced number of cards submitted, it is recommended that players consider submitting Supplementary Cards in the coming months to ensure their handicap reflects their current playing ability

The process for the submission of Supplementary Scores is as follows
• Notify in advance of the round to be played the intention to submit a Supplementary Card by e-mailing info@newarkgolfclub.co.uk
• Complete the card during the round and have another player verbally agree the score to be submitted, and to place that players name in BLOCK CAPITALS in the Markers signature box on the Scorecard
• E-mail either a photo of the completed card to the above e-mail address, or hand in to the Operations Manager at the Golf Club
• The scores will then be entered into the Club V1 System on your behalf
• Your current handicap will be updated based on the Supplementary Card and will also appear in your records for establishing your new handicap in November
• Retain the card for 48 hours in case of any queries

There is an expected upgrade coming shortly that will allow Supplementary Cards to be done online by individual members on the same basis of competitions i.e. Sign In, Score Entry. When this is available the procedure will be updated accordingly.
